We have spoken to the Dept of Higher Education and it is confirmed that no certificate from the college is required at the time of online submission of scholarship application. This applies to both fresh and renewal applications. Students must submit the printout of the online application and all other documents to the college. So, there is no need to bother about any institutional verification or Fresh-Part-B, etc, at all.

Do not trust anybody who insists you to get any certificate from the college. Rather, you will have to submit hard copies to the Dept of Higher Education through the college and only then your application will be valid. You will get relevant certificates from the college and attach that to the hard copy of the scholarship application while submitting to the college.
